  in some cases they may be covering up scars,cuts or wounds from self harming or wounds healing from an attempted suicide.. I remember hearing years ago about a social worker who wore high necked jumpers in summer some of her colleges found out why she was being abused by her partner, fortunately she excepted their help to get her out of her abusive environment.. No doubt in most cases it is simply a person's own unique sense of style, they will make their own choice to wear what they like and wear it how they choose to even if according to a percentage of society it's not normal to dress a certain way.
