I am not sure about any "scene" in Singapore but Joo Chiat Rd is a pretty good area. There are a few Hotel81's in the area, they are pretty good and reasonably cheap. There are hawkers food halls with very cheap food and cheap beer and plenty of Karaoki bars. MRT station right there (Joo Chiat) will take you anywhere you want to go.
